To support this effort, Liberty Mutual collaborated with DevsData LLC for their expertise in identifying and recruiting highly skilled Java engineers. They were tasked with contributing to the development of the document generation engine, a core component responsible for generating automated, region-specific insurance documents. DevsData LLC worked alongside PwC, a leading global consulting and professional services firm, on Liberty Mutual’s transformation program. PwC provided strategic oversight and program management, while DevsData LLC focused on sourcing, evaluating, and hiring the Java engineers needed for the cloud-native insurance platform.
The immediate challenge was to recruit Java engineers for the document generation engine, a system that produces policy and claims documents. These documents had to comply with regulatory requirements across multiple countries, including the Insurance Distribution Directive (IDD), GDPR, and local policy wording rules.

Drawing from previous experience in large-scale international recruitment projects, DevsData LLC approached the engagement with a structured process designed to meet Liberty Mutual’s technical and timeline requirements. The work unfolded in four steps:
1. Role definition and collaboration with PwC
Together with Liberty Mutual and PwC, the team clarified the scope of the document generation engine, outlined technical requirements, and defined the profile of senior-level Java engineers needed.
2. Targeted sourcing and screening
Candidates were identified across Europe, with a focus on Poland and Ireland, using channels such as LinkedIn, DevsData LLC’s proprietary database of over 65000 candidates, professional referrals, and local tech communities. Screening emphasized backend development expertise, knowledge of document processing in regulated industries, and experience with distributed systems.
3. Technical evaluation
Shortlisted candidates went through in-depth technical interviews, problem-solving tasks, and scenario-based assessments. The evaluations were conducted directly by DevsData LLC’s senior engineers and technical interviewers, using online coding platforms and video conferencing tools. This process ensured both technical competence and the ability to work effectively in an international, multi-country team.
4. Team assembly and integration
A hybrid structure was adopted; a core team in Poland supported by additional engineers in Ireland. Once onboarded, the engineers began contributing directly to Liberty Mutual’s proprietary document generation engine.
The new team enhanced backend performance, optimized automated templates, and supported document workflows initially deployed in Ireland, Spain, and Portugal, with plans for further expansion to additional regions.
